Kelsie McDaniel is the elected District Attorney for Union County, Oregon. The Mt. Emily Safe Center 990 filings list her as a Director, later Chair, from 2010 through 2014. The same reviewed filing series lists Jill Boyd as Chair in 2014-2016, Jared Boyd as a Director in 2014, and Dennis Burke as Treasurer in the 2012-2025 records.

On August 6, 2026, McDaniel issued an order on Valor's July 31 public-records fee petition. She denied the challenge involving the April 22 request after finding that the Board had individually considered it, while agreeing that the County's categorical no-waiver sentence did not state the correct legal standard. She deferred the April 23 challenge because no final waiver decision had been made and the requester had not responded to proposed alternatives and narrowing options.
